Linear rotation

What is a 3 by 3 matrix that will rotate points 60 degrees around the points (-2,3)?

It is matrix multiplication of a homogeneous matrix representing translation along point back to origin, then followed by rotation about origin, finally translation back along the point.

Very cumbersome but this video will explain
