Two lines in the plane are parallel if they have the same slope. Thus, we want a line y - y0 = m(x - x0) such that m = 3 is the slope. Without loss of generalization, we may take (x0, y0) = (8, 4) as starting points. Then, solving the equation we obtain y - 8 = 3(x - 4). In other words, we get y = 3x - 4.
