use l'hopital's rule
take the derivative of the numerator
and divide it by the derivative of the denominator
then plug in y=0
to get the limit = -21
f(y) = -7y/[sqr(2y+9)-3]
g'(-7y)/h'[sqr(2y+9)-3)
=-7/(2y+9)^-1/2
= -7(2y+9)^(1/2)
plug in y=0
=-7(0+9)^(1/2)
=-7(9)^1/2
=-7(3)
=-21
