To make a linear equation you would use the 2 points given to find the slope. Then use (y-y1)=m(x-x1) with the slope and one of the points.
m=(8-(-8))/(-7-8)=-16/15
(y-8)=-16/15(x+7) or y=-16/15x+8/15
