Let's say something is decaying by 30% each year. That means that you're left with 70% of the previous year's amount, right?
What if a town starts with 200,000 people and the population decays by 25 per year. After one year, your're left with 200,000(0.75). After 2 years we have 200,000(0.75)(0.75), aka 200,000(0.75)2.
What if you have growth? Let's say a population of crows grew by 8% each year. Well, each year sees 108% of the population of the year before. If the starting population is 600, then after one year, we have 600(1.08) birds.
Simply, in y = 400(1.1)x, 400 is the starting population and it's growing by 10% per whatever time period. After 5 minutes or days or years or whatever, there would be 400(1.1)5 of what we're counting.
