There are multiple reasons why gang activity can increase in some cities but not others.
First, the availability of legitimate (legal) opportunities to make a living may or may not be limited. If someone can get a job with a good salary, they will not feel the need to resort to crime to make a living and/or support their families. Meanwhile, if there is not a lot of opportunity, an individual may feel like they have to rob/steal from people/stores or become a drug dealer.
Secondly, there is the concept of Broken Windows Theory. In an area that is run down, such as one with ruined buildings, graffiti everywhere, trash all over the place, and, in line with the name of the theory, broken windows, people could potentially be less likely to care about their environment. Because of this belief, it is entirely possible that the area will never be cleaned up or reconstructed.
Finally, another reason why there might be more gang activity in one city than another is simply because it exists. When a gang exists in a particular area, their goal is to make more money, gain more influence/notoriety, and claim more territory as their own. In order to do this, they have to recruit more people. These new recruits are typically people who are young and are disadvantaged, because the gangs know that they need fresh and young blood to lead the gang into the future when it is time for the more seasoned members to retire.
