The standard form for a circle is
(x-h)² + (y-k)² = r²
Where (h,k) is the center and r is the radius.
In this case you know h and k but you don't know r, so substitute h and k (-3 and 2) in the equation, and leave r as a variable. Be careful with signs in the subtraction.
