standard form of an equation for an ellipse is
(x-h)^2/b^2 + (y-k)^2/a^2 = 1
where (h,k) is the center of the ellipse and
a and b are the semi-axes of the ellipse
if the major axis is 8, then the semi-axis is 4 = b
if the minor axis is 3, then the semi axis is 3/2 = a
