There are 6 doubles and there are 11 rolls with a 4 involved (41,42,43,45,and 46)x2 and 44. 44 is counted twice, so there are 6+11-1 = 16 ways to get a 4 or doubles. The probability is the number of ways the event can occur divided by all possible rolls.
