11x - 4y = -28

slope intercept form is y = mx + b, so we just rearrange the equation so it will be similar to slope intercept form.

-4y = -11x - 28

-4y/-4 = -11x/-4 - 28/-4

y = 11x/4 + 7

Slope-intercept form of linear equation is "y = mx + b"
~~~~~
11x - 4y = -28 ---> - 4y = -11x -28 ---> y = (11/4)x + 7 . So, the answer is (a)
