solve the equation for y
2x -4y -8 = 0
4y = 2x-8 divide by 4
y = x/2 - 2 slope = m = coefficient of the x term = 1/2
y = x/2 + b. plug in the point (-2,2), x=-2, y=2 into the equation to solve for b = y intercept
2 = (-2)/2 + b
b = 2 +1 = 3
y= x/2 + 3 is the equation of the parallel line through (-2,2) in slope intercept standard form
or if you want to eliminate fractions, multiply by 2
2y-x = 6
