I'm going to assume that we're withdrawing the letters from the bowl without replacing them.
For our first pick, there are 4 possible vowels to pick, out of 11 letters; so our likelihood of getting a vowel is 4/11.
Now suppose that we have picked a vowel, and hope to select a 'T' from the remaining 10 letters. There are two 'T's, so the odds of getting one is 2/10=1/5.
So, the odds of getting a vowel followed by a 'T' is 4/11 * 1/5 = 4/55. These do not seem like favorable odds to me.
