INR does NOT correlate with platelet count. INR reflects levels and/or activity of blood clotting proteins.
An INR of 2.4 is NOT normal. Normal is is 0.8-1.1. An INR of 2.4 is THERAPEUTIC (though not normal) in a patient being treated with warfarin for atrial fibrillation, that is, it shows that the action of the clotting proteins and low enough to help prevent clots forming in the heart due to atrial fibrillation, but not so low that the risk of bleeding is unacceptably increased.
