f'(x) = (5/4)(4)x(5/4)-1 + (3/2)(2)x(3/2)-1 + 9x1-1
f'(x) = 5x1/4 + 3x1/2 + 9
f'(16) = 5(16)1/4 + 3(16)1/2 + 9
