The slope of the line through (1,5) and (-3,-3) is found by change in y over change in x: 8/4 = 2.
Any line perpendicular to that line has a slope of - 1/2. There are infinitely many such lines. Seems like your question might be missing a detail (the coordinates of some point that the perpendicular passes through).
Your equation will end up having the form y = - 1/2 x + b, and the value of b will depend on the point for which the details have not been provided.
