Just plug into the formula for focus:
The parabola: y = a(x-h)2 + k has a focus at (h,k + 1/4a)
h = 2, a = 1/16 and k = -1.
4a is 4*1/16 = 4/16 = 1/4. so 1/4a = 4
This gives the focus at (2, -1 + 4) = (2,3)

Kahn academy has a good tutorial on this although it uses different symbols. It's worth looking at. The idea is you can use the eulerian distance formula from Pythagoras to find an equation in y.
