I don't know exactly what the 7 step strategy is, but I am willing to bet it starts with factoring the denominator into (x+3)(x-2) which will tell you that the function has asymptotes at -3 and 2.

In addition as x gets large in either direction the function will approach 0 from above above (horizontal asymptotes)..
