As we know, the slope of the line Y= -2 is zero. So the slope of a line perpendicular to Y= -2 is 90 degree. Hence, equation of this line is X=k. This line also must passes through (5,-7). Therefore, k = 5 is the line which is perpendicular to Y= -2 and passes through (5,-7).
