The line perpendicular to another has the slope that is the negative reciprocal. The slope of y = 1/3x - 7 is 1/3. so the lime perpendicular has a slope of -3/1 or -3. So using the point-slope form of a line (y - y1 - x(x - x1), the equation is:
y - 17 = -3(x - -3)
y - 17 = -3( x + 3)
y - 17 = -3x - 9
y = -3x + 8
