Am I able to rollover a 401k into a Roth and then withdraw the money since taxes have already been paid after the conversion?

Is your 401k the traditional IRA type or Roth 401k?
If it was a Roth 401k, then yes you can withdraw the money tax free, provided you are 59.5 years or older. If you are younger than 59.5 the IRS charges 10% penalty.
If it was a traditional 401k, you cannot convert it to a Roth, but you can convert to traditional IRA.
