Well, first you need to know what f(x) is (you don't mention that). Then you plug in "3x" in place of "x" in the function.
For example, if f(x) = 2x2 + 1 and you wanted to know what f(3) is, you would plug in "3" for "x" to get f(3) = 2(3)2 + 1 = 2•9 + 1 = 18 + 1 = 19. The same would be true if you wanted to find f(3x), you would plug in "3x" in place of "x" like this:
f(3x) = 2(3x)2 + 1
f(3x) = 2•9x2 + 1
f(3x) = 18x2 + 1

Then you evaluate the function, writing 3x instead of x
