I was 15 when my Dad became a citzen in the USA. Is it too late to file under parent?

Hi Sky,
The first question is where were you born? If you were born in the US, you are a citizen. If your mother was an American citizen when you were born, you are a citizen. I am not an attorney, so I would double check with one. I think you will have to go through the naturalization process. Your father should have done that for you when you were 15. Did you ask him? If he did, you are a citizen.
There are many organizations that have immigration attorneys available for little or no cost. You can google it to find one near you. I volunteer at one in Los Angeles called Interfaith Refugee and Immigration Services. Look them up.
If you do need to apply, you'll need to file the N-400 with USCIS. Once you get your appointment, you'll need to take three tests: civics, writing, and reading. Then you will have an interview in which the officer asks you about the information that you provided in your N-400. This is to confirm that it is truthful and to show your fluency in English.
