Ok, so to ensure that the line is parallel to y=-1/2x -4 the gradient of your new line must be the same so in this example the gradient of your new line is -1/2
So your new equation starts to look like this...
y=-1/2x + B
Since the line needs to pass through point (9,-6) that means you need to make x = 9 and y = -6.
Substitute these into y=-1/2x + B and it will allow you to solve for B
-6 = -1/2(9) + B
-6 = 4.5 + B
-6--4.5 = B
-1.5 = B
B= -1.5
so the new equation becomes y=-1/2x- 1.5
You can test this by substituting x=9 into the equation and making sure you get y = -6:
y=-1/2x - 1.5
y=-1/2(9) - 1.5
y= -4.5-1.5
