Ok, so to ensure that the line is parallel to y=-5/4x + 7 the gradient of your new line must be the same so in this example the gradient of your new line is -5/4
So your new equation starts to look like this...
y=-5/4x + B
Since the line needs to pass through point (-4,1) that means you need to make x = -4 and y = 1.
Substitute these into y=-5/4x + B and it will allow you to solve for B
1 = -5/4(-4) + B
1 = 5 + B
1-5 = B
-4 = B
B=-4
so the new equation becomes y=-5/4x- 4
You can test this by substituting x=-4 into the equation and making sure you get y = 1:
y=-5/4x - 4
y=-5/4(-4) - 4
y= 5 -4
y=1 - Great it worked!
