So an ordered pair is just a point (x,y) on a graph. We're looking for points on the graph of the specific equation given. To do this, you simply choose any value for x and plug it into the equation. From there, solve for y and you have an ordered pair, (x,y).
For example:
x=0 --> 3(0)-2y=5 --> -2y=5 -->y=-5/2 which yields the ordered pair, (0,-5/2)
x=1 -->3(1)-2y=5 -->-2y=2 -->y=-1 --> (1,-1)
x=3 -->3(3)-2y=5 -->9-2y=5 -->-2y=-4 --> (3,-4)
