With a question like this, you want to start at the foundation. Before you worry about software and peripherals and cool gadgets like "smart whiteboards" you'll have to have a good network infrastructure.
To do this you'll want to think about the answers to these questions:
How many workstations will be connected? How many servers? How much bandwidth is the typical node using? What is the average usage hours of each node? You want to make sure you have enough bandwidth to support all the services and hardware.
You also must think about:
switches, routers, internet connectivity, firewalls, etc.
Once you've built the infrastructure, then you can think about such things as network software and security permissions.
This should give you a good start on the question.
