Prosecutors are usually elected officials, who want to promote their careers and run for higher office, either AG or Congress. Or at least keep their job in the next election.
To do that they need a high conviction rate, and save taxpayers money, so they try to avoid paying any restitution to the falsely convicted (who are victims of an unjust system) and maximize restitution to the formal legally recognized victims. Prosecutor Nyfong tried to frame Duke Lacrosse players by helping two fake "victims'. His motive was political, to advance his career and run for higher office.
Or the Eric Garner NYC case, where the prosecutor who did the sham grand jury hearing to get no bill, so he could run for office and get conservative votes among the police supporters in his district.
