The two are synonymous. White collar crimes are usually financially motivated and are committed by people who working within a business and/or government.
What makes a financial crime different from a white collar is a financial crime can occur outside of a business or government environment and include but not limited to armed robbery and burglary. So in a sense financial crimes may often include an additional criminal acts.
