I hate to answer your question like this, but it depends. It depends on what laws/limitations are being discussed. It depends on what policing privileges are being covered. It also depends on what state you are referring too.
If you are referring to the Supreme Court I do believe it is some where around just right in reference to limitations. I believe this due to my opinion of The Supreme Court being somewhat neutral/objective. Their main focus is based on constitutional rights, and not necessarily restricting law enforcement.
