The number of all the possible license plates is (10^3)(26^3), since you did not exlude 0, 000 is a possibility, so you have 10 choices for each digit and 26 choices for each letter.
In the favorable outcome all digits are the same (10 choices), so we have 10*26^3
10(26^3)
p=-------------------- = 1/100 if you reduce by 10 and by 26^3.
(10^3)(26^3)
The final answer is 1/10=0.01= 1%
