I wonder if something is missing. The value of the function is only stated for x = 0. As I read it, any other value of x simply results in f(x) being less than 5. If you look at the region around x = 0, you'll see a continuum of values between -∞ and +5. When x is exactly 0, then f(x) is 0. If you visualize f'(0) as the slope of f(x) at x = 0, my best guess is that it is undefined.
