Your computer either has a physical defect or a virus. Shut it down using the power button, and then power it on and shut it down with the power button as soon as you see the windows logo. Repeat the power off with the power button step once. Now power it on and you will see a screen that says troubleshoot. Click Advanced, then navigate to safe mode. Boot in safe mode. download malwarebytes and run a full scan. Quarantine and delete all threats detected. After that is completed, close malwarebytes, and go to windows defender, and enable it if it is disable. Then go to windows update and update.Then go to the recovery tab in update and security in settings and click reset pc and then tell it to remove all. Your pc will then reinstall windows. If the problem continues to persist then RMA your computer with dell (and maybe consider building your own pc to get better value and avoiding dell customer support).
