No, a minor triad cannot be a dominant chord.
Dominant chords are used to establish the tonal connection to the tonic of the key which is why the minor v chord in a minor key must use accidentals to be a dominant chord. There are minor v to major I cadences but those are modal cadences and do not make use of a dominant triad.
