Is a chromatic mediant considered a modulation?

Say I go from a C major chord to an E major chord. I understand that this is a chromatic mediant. Does this change my key from C to E though? said differently, does non-functional harmony change keys? edit; why so many downvotes? at first I asked how to incorporate chromatic mediants in my playing. everyone was telling me its too general of a question, I tried to delete it but couldn't since it was answered, so I changed it to a more specific question.
