In a democracy, who takes care of the interests of the losing side?

There are two sides or more to an election - the winning side will get what it wants (hopefully) the losing side will not. What are some of the ways both sides can benefit or do they have to wait 4 years or 8 years for a swing in their fortunes?

Nowadays many people who vote for X are only voting to make sure Y does not win. Many Trump voters were just anti-Hillary voters. Both sides benefit IF the basic rights of ALL are kept intact. The big difference is that the Federal level has usurped many State functions so really no one is benefiting ultimately. The superheated election of 1800 was between vicious opposite opinions but Jefferson responded in a way that we do not nowadays. Jefferson addressed the Federalists vs Republicans in the following way. He would have loathed how Biden has handled things
