Is the Bible used by judges?

When making a decision, can a judge use the bible or must he go strictly by the statutes?

Judges are bound by the law in the form of statutes and precedents (case law). Judges do not use the Bible as a basis for their legal reasoning or decision-making. There are historical exceptions however, professional responsibility and the effective “separation of church and state” steer judges away from using the Bible to make legal decisions.
