No. Depending on the time signature that you are in a whole note could get a different amount of beats. If you are in a time signature with a four on the bottom, meaning that the quarter note gets the beat, then a whole note would equal four beats, however, if you were in a time signature where a two or an eight were on the bottom, then a whole note would be either two or eight beats, respectively. The beat value of the whole note changes relative to what time signature you are in.
