Assuming the cards are picked without replacement, there are 4 chances in 52 for the first 7, and

that leaves 3 out of 51 for the 2nd seven:

P(two sevens are picked) = (4/52)*(3/51) = (1/221) or approximately 0.00452 (0.452%)

[ If you replace the cards between picks the probability increases ever so slightly:

(4/52)*(4/52) = 1/169 or about 0.00592 (0.592%) ]
