I assume you mean 12 and 4/7. A whole number is a number without a decimal or fractional part, so you can't do it.
But, it CAN be written as a fraction.
First express 12 as 12/1. Now multiply 7/7 (both numerator and denominator by 7).
Note that this doesn't change the value because 7/7 = 1.
12/1 * 7/7 = 84/7
Now add the other fraction: 84/7 + 4/7 = 88/7 So 12 and 4/7 is the same as the fraction 88/7
