This is very much like the one with the parallel line, except that two lines perpendicular have negative reciprocal slopes. If the line you're given has a slope of 2, so the intersecting line has to have a slope of -1/2 (the opposite sign and the inverse).
use y = mx + b again.....
3 = (-1/2)(0) + b
That's easy, b = 3
so the equation is y = -1/2 x + 3 choice B
