Hello,
To further troubleshoot your transfer issue you'll need to collect packet captures at certain points throughout the data transit path to compare the "working" vs. the "slow" state. During a slow transfer you can verify if the any data transfer packets are being punted incorrect to the CPU of any of the transit devices. For example, this can occur when traffic has to ingress and egress the same interface on a Cisco router/switch. To rectify the incorrect punting of data traffic you can configure [no ip redirects] on these transit interfaces and collect CPU transfers.
