So we know the area of a rectangle is given by...
A = length x width
Let's define the short side of the rectangle as the width --> 3x-3 = 3(x-1)
The length is then 6
Area = 6 * 3(x-1) = 18(x-1)
The linear equation for the area is 18(x-1)
