I would advise against using Flash. Adobe announced it was discontinuing Flash in 2017, and it has a lot of security vulnerabilities that will compromise the safety of your website.
If you must use Flash, you can embed it in a WordPress site by embedding the object code in your theme. If you are not using a custom theme, or do not want to edit the theme, there aren’t numerous plug-ins that allow you to embed Flash content.
