The software (the FX Plugin) is actually an instrument. It has all the features of an instrument, except the input device, which could be a keyboard or even your regular computer keyboard. Notes are assigned based on mapping that's already in your computer.
Your MIDI plugin is not an "effect," which is what "FX" stands for, rather it's an instrument. If you import MIDI audio, the audio will come up on its own track, but won't actually play unless you have the instrument installed.
