in jazz this is called a "Backdoor cadence". IV-7 is a substitute for bVI hence "IV-7-bVII7- I"...... a traditional cadence "II-7-V7-I" uses the leading tone in the V7 chord to get to the tonic. the backdoor cadence uses the subdominant to get to the third of the key. 'lady bird' by tadd dameron uses this progression. Sade uses this progression in 'smooth operator'. several classic Rock and roll bands have used this cadence in their songs.
