A mode is a scale and a scale is a mode, there is really no difference. The Lydian mode fits both of those conditions: major II and minor vii.

Major scales have minor chords (m6/m7) on their 2nd degrees, and minor scales has diminished or m7b5 chords on their 7th degrees, natural minor scale could have dominant 7th in them. At this point types of chords you mention will be non diatonic, or could be just modal.
