One way is to start with the general equation of a straight line:
y= mx + b
where m is the slope and b is the y intercept.
You can see right away what the y intercept is - from the point (0,-3), so the value of b will be -3, that is where the line crosses the y-axis. It helps to draw the line first by plotting the 2 points given.
Now, to compute the slope b, remember that slope for a straight line is:
(change in y) / (change in x)
