Hi Emily,
To be perfectly honest, you really don't need to know what the equation represents. It is an obscure physics/electrical engineering formula that you'll likely never see again. They give you a formula
θ2=tan-1 (x C/G)
which relates an angle with three quantities. The problem provides values for those three variables, so you can just plug them into the equation to find your answer.
x = 190 rad/s
C = 0.04 μF/km
G = 1.97 μS/km
θ2=tan-1 (190 * 0.04/1.97)
You can use your calculator to solve. (Your calculator may have an arctan button instead of tan-1, but they mean the same thing.)
