I would say that you are significantly more likely to see the doppler effect than electromagnetism. You'll see electrostatics, but things like field generated by a wire or moving charge are less likely. You should at the very least know qualitatively what will happen when velocity, current, charge, etc increases, but I wouldn't expect a quantitative question about it. I would expect a quantitative doppler question, though.
