Hi Bryan,
P(x) / (x-4) = Q(x) + 9 / (x-4)
P(x) = Q(x)(x-4) + 9
to get value of P(4), you plug x=4 into the equation,
P(4) = Q(4)(4-4) + 9
P(4) = 9
If you remember Remainder Theorem, you will notice that P(4) is the remainder when P(x) is divided by (x-4)
To find P(-4), you plug x=-4, into the equation, and with Q(-4) given as -2, you should be able to solve it.
